This is the main content stipulated in Circular 19/2011/TT-BKHCN on the organization and management of activities of the State-level Key Science and Technology Program for the 2011-2015 period issued by the Ministry of Science and Technology of Vietnam on July 26, 2011.
Vietnam: Process for assessment of science and technology themes, projects, and programs (Illustrative image)
as stipulated in Article 19 of Circular 19/2011/TT-BKHCN, the assessment of science and technology themes, projects, and programs in Vietnam shall be conducted as follows:
1. Preliminary assessment of themes and projects:
- The host organization shall organize the preliminary assessment and complete the assessment file to submit to the Board of Directors of the Program and the Program Office for the official acceptance and assessment.
- The Board of Directors of the Program shall cooperate with the Program Office to check and supervise the preliminary assessment process.
2. Official assessment and acceptance of themes and projects:
- The Board of Directors of the Program shall preside, cooperating with the Program Office to organize the official assessment and acceptance of themes and projects under the Program.
- The Ministry of Science and Technology shall check and supervise the official assessment and acceptance process.
3. The Program assessment shall be conducted in three stages: mid-term assessment, final assessment, and post-completion assessment.
- The Board of Directors of the Program shall preside over the mid-term assessment of the Program's activities during the 5-year planning period and report the assessment results to the Minister of Science and Technology.
- The Ministry of Science and Technology shall preside over the assessment of the Program's activities upon completion and after the Program has been concluded.
4. Procedures for the assessment and acceptance of themes and projects shall be carried out under the regulatory documents on the assessment and acceptance of state-level science and technology tasks and the regulations on the assessment and acceptance of potential science and technology research themes issued by the Ministry of Science and Technology.
