Recently, the Ministry of Agriculture and Rural Development issued Circular 49/2014/TT-BYT on judicial expertise in the agriculture and rural development sector in Vietnam.

The procedures for the appointment of judicial experts in the agriculture and rural development sector in Vietnam are as follows:
1. Appointment criteria
Judicial experts in the agriculture and rural development sector must meet the following criteria:
- Be a Vietnamese citizen residing in Vietnam, with good health and ethical qualities;
- Hold a university degree or higher;
- Have at least 5 consecutive years of practical professional experience in the agriculture and rural development sector;
- Not fall under the cases specified in Clause 2, Article 7 of the Law on Judicial Expertise.
2. Application for appointment
- Official Dispatch requesting the appointment of a judicial expert from the head of the unit;
- Copy of the university degree or higher;
- Curriculum vitae and judicial record;
- Certificate of actual professional working period from the agency or organization where the proposed appointee works, or a copy of the document from the agency or unit proving the actual professional working period of the proposed appointee.
3. Procedures for appointment
- For the appointment of judicial experts at the Ministry of Agriculture and Rural Development:
- The head of the agency or unit under the Ministry compiles a list and sends one application to the Legal Department;
- Within 20 days from the date of receiving a valid application, the Legal Department decides on the appointment of the judicial expert. In case of refusal, the Legal Department provides a written response clearly stating the reasons to the agency or unit requesting the appointment of the judicial expert.
- For the appointment of judicial experts at the local level:
The Director of the Department of Agriculture and Rural Development compiles applications and submits them to the Chairman of the Provincial People's Committee for appointment of judicial experts.
