Regulations on the procedure for proposing adjustments to the List of goods and services subject to price stabilization shall be implemented in accordance with the provisions of Decree 85/2024/ND-CP of Vietnam's Government.

Specifically, Article 4 of Decree 85/2024/ND-CP of Vietnam's Government stipulates the procedure for proposing adjustments to the list of goods and services for price stabilization as follows:
(1) Ministries, ministerial-level agencies managing sectors, fields, and People's Committees at the provincial level evaluate the necessity of adjusting the List of Price-Stabilized Goods and Services based on the criteria for price stabilization goods and services stipulated at Clause 1, Article 17 of the Price Law 2023 and the following bases:
- Guidelines and policies of the Communist Party and the State for socioeconomic development;
- Requirements in state management of goods and service prices to ensure socioeconomic development, people's livelihoods, business operations of enterprises, or to align with changes in supply-demand relations of those goods and services in the market;
- Results of research, summarization, and evaluation of the current status of price management measures for the goods and services needing adjustment.
(2) Based on the criteria stipulated in (1), when it is necessary to propose adjustments to the List of Price-Stabilized Goods and Services, the ministries, ministerial-level agencies managing sectors, fields, and People's Committees at the provincial level carry out the following:
- In case of proposing to add goods and services to the List of Price-Stabilized Goods and Services: summarization and evaluation of the supply-demand situation, market price movements, and the current status of price management measures for the goods and services to be added; evaluation of the necessity of adjusting the List of Price-Stabilized Goods and Services as stipulated in (1); evaluation of the impact of the policy of adding goods and services to the List; obtaining opinions from related agencies, organizations, and individuals; organizing conferences, workshops to gather opinions, research, and refer to international experiences (if necessary);
- In case of proposing to remove goods and services from the List of Price-Stabilized Goods and Services: summarization and evaluation of the implementation of price stabilization for the goods and services; evaluation of the supply-demand situation and market price movements of the goods and services; evaluation of the necessity of adjusting the List as stipulated in (1) and proposing replacement price management measures for the goods and services upon removal from the List; evaluation of the impact of the policy of removing goods and services from the List; obtaining opinions from related agencies, organizations, and individuals; organizing conferences, workshops to gather opinions, research, and refer to international experiences (if necessary);
- In case the Provincial People's Committee proposes adjustments to the List of Price-Stabilized Goods and Services, it must obtain opinions from related agencies, organizations, and individuals, and the ministries, ministerial-level agencies managing the sector or field of the related goods and services before submitting to the Ministry of Finance for aggregation.
(3) Ministries, ministerial-level agencies managing sectors, fields, and People's Committees at the provincial level submit one original copy of the dossier proposing adjustments to the List of Price-Stabilized Goods and Services to the Ministry of Finance for aggregation. The dossier includes the following documents:
- A document proposing adjustments to the List of Price-Stabilized Goods and Services:
For proposals to add goods and services to the List, the document should clearly state the name of the goods or services, their expected economic-technical characteristics; propose the ministry, ministerial-level agency managing the sector or field to stipulate the economic-technical characteristics of the goods or services and take the lead in implementing price stabilization measures;
For proposals to remove goods and services from the List, the document should clearly state the name of the goods or services and the replacement price management measures for the goods or services upon removal from the List;
- A summary report evaluating the contents stipulated at points a and b, clause 2, Article 4 of Decree 85/2024/ND-CP;
- An impact assessment report on the policy of adding or removing goods and services from the List;
- A summary, explanation, and acceptance of feedback;
- Other relevant documents (if any).
(4) Based on the proposals from the ministries, ministerial-level agencies managing sectors, fields, and People's Committees at the provincial level, the Ministry of Finance presides and cooperates with related agencies to submit to the Government of Vietnam to present to the Standing Committee of the National Assembly for consideration and issuance of a resolution adjusting the List of Price-Stabilized Goods and Services according to the procedure of the Law on Promulgation of Legislative Documents 2015.
