On June 24, 2024, the Minister of Culture, Sports, and Tourism of Vietnam announced, in conjunction with Decision 1689/Q-BVHTTDL, newly issued and amended administrative procedures in the field of Emulation and Commendation within the scope of the Ministry's management.

Procedures for granting the title of "People's Artist" (for the Council at the cultural and artistic units under the ministries)

Procedures for granting the title of "People's Artist" (for the Council at the cultural and artistic units under the ministries) are as follows:

- Individuals stipulated in points a and c, clause 1, Article 2 of Decree 61/2024/ND-CP dated June 06, 2024 (referred to as Decree 61/2024/ND-CP), shall submit directly, by post, or electronically, one set of application documents as prescribed, to the unit where the individual works or worked before retirement.

- If the individual's application is invalid and needs supplementation or corrections: The receiving agency will guide the individual to complete the application. Within 7 days from the date of receiving the corrected application, the individual must submit the completed application to the receiving agency.

- Specialized agencies establish the awarding councils for the title "People's Artist" as stipulated in Chapter III of Decree 61/2024/ND-CP, including: Grassroots Council, Ministry Council, and State Council.

- The sequence and procedure for evaluation at the Grassroots Council (including units: Theater, professional art troupes under ministries; academies, cultural and artistic training schools, film units under ministries with functions of research, training, and creating culture and arts; specialized agencies for cultural and artistic activities under the Ministry of Culture, Sports, and Tourism; cultural and artistic management agencies under the Ministry of Public Security and the Ministry of National Defense):

+ Publicly announce the list of individuals nominated for the title "People's Artist" in forms of public posting or on the unit's website for 10 days from the end date of the application submission period, to gather public opinion.

+ Receive and handle public feedback within 15 days from the end of the public announcement period of the list of individuals nominated for the title "People's Artist."

+ Review and evaluate each application for the title "People's Artist" as prescribed in Article 7 of Decree 61/2024/ND-CP within 10 days from the date the Standing Body of the Council reports to the Council members on the applications.

+ Within 7 days from the end of the meeting, the Council must notify the individuals who submitted the applications about the evaluation results in writing.

+ Receive and handle appeals within 20 days from the date of the Council's result announcement.

+ Within 7 days from the end of the appeal handling period, complete the application package of individuals who achieved 80% or higher approval votes from the total number of Council members attending the meeting, and send it to the Standing Body of the Ministry Council.

- The sequence and procedure for evaluation at the Ministry Council and the State Council will be carried out sequentially according to Articles 15 and 16 of Decree 61/2024/ND-CP.

- The ceremony for presenting the title "People's Artist" will be organized by the Ministry of Culture, Sports, and Tourism.
