Recently, the Minister of Culture, Sports and Tourism of Vietnam announced the newly issued and revised administrative procedures in the field of Emulation and Commendation.

On June 24, 2024, the Minister of Culture, Sports, and Tourism of Vietnam announced Decision 1689/QD-BVHTTDL which includes newly issued and revised administrative procedures in the field of Emulation and Commendation under the management of the Ministry of Culture, Sports, and Tourism.
(1) Process of Implementation
Individuals specified in points a and c, clause 1, Article 2 of Decree 61/2024/ND-CP may submit the required dossier directly, by postal service, or electronically to the unit where the individual works or worked before retirement.
In case the dossier is incomplete or needs revision: The receiving agency will guide the individual to complete the dossier. The individual must submit the completed dossier within 7 days from the date of receipt of the guidance.
The relevant entities will establish councils to evaluate and award the title "Meritorious Artist" as stipulated in Chapter III of Decree 61/2024/ND-CP, including: Basic-Level Council, Ministry-Level Council, and National-Level Council.
Steps and procedures for evaluation at the Basic-Level Council (including units such as theatres, professional performing arts teams under ministries; academies and artistic training institutions under ministries with research, training, and creative functions in culture and arts; specialized cultural and artistic departments of the Ministry of Culture, Sports, and Tourism; cultural and artistic management agencies under the Ministry of Public Security and the Ministry of Defense):
Publicize the list of individuals proposed for the "Meritorious Artist" title by public posting or on the unit's website for 10 days from the end date of receiving individual dossiers to collect public opinion.
Receive and handle public feedback within 15 days from the end date of the public posting of the proposed individual's list.
Review and evaluate each dossier for the "Meritorious Artist" title as per Article 8 of Decree 61/2024/ND-CP within 10 days from the date the council's secretariat seeks the council members' opinions on the dossiers.
Within 7 days after the meeting, the council must notify in writing the evaluation results to the individuals who applied for the title.
Receive and handle grievances within 20 days from the notification date of the evaluation results.
Within 7 days after the grievance period, complete the dossiers for individuals receiving at least 80% approval of the present council members at the meeting and send them to the Ministry-Level Council's secretariat.
The steps and procedures for evaluation at the Ministry-Level and National-Level Councils are performed according to Articles 15 and 16 of Decree 61/2024/ND-CP.
The award ceremony for the "Meritorious Artist" title will be organized by the Ministry of Culture, Sports, and Tourism.
(2) Method of Implementation: Submit directly, by postal service, or electronically.
(3) Components and quantity of dossier
Dossier Components:
Application form for the “Meritorious Artist” title according to Form 1b in Annex I attached to Decree 61/2024/ND-CP.
Certified copy from the original book or notarized copy or a copy presented with the original for comparison (for direct submission); certified copy from the original book or notarized copy (for submission by post or electronically) of decision documents awarding prizes as per clause 4, Article 8 of Decree 61/2024/ND-CP.
Confirmation from the unit head about the individual’s participation in award-winning artistic works (Gold or Silver) at competitions, festivals, or professional performances used for conversion when calculating achievements for individuals as per clause 4, Article 8 of Decree 61/2024/ND-CP (if available).
Certified copy from the original book or notarized copy or a copy presented with the original for comparison (for direct submission); certified copy from the original book or notarized copy (for submission by post or electronically) of commendation and emulation titles decision documents (if available).
Dossier Quantity: 01 set
(4) Resolution Time
The evaluation process for the "Meritorious Artist" title at the Basic-Level Council should not exceed 70 days.
The evaluation process for the "Meritorious Artist" title at the Provincial-Level Council should not exceed 85 days.
The evaluation process for the "Meritorious Artist" title at the National-Level Council includes 2 steps as follows:
Step 1: The evaluation process at the National-Level Specialist Council should not exceed 115 days.
Step 2: The evaluation process at the National-Level Council should not exceed 100 days.
The title "Meritorious Artist" is awarded and announced every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.
