Vietnam: Procedures for establishing IT application economic-technical cost norms

This is a notable content of Circular No. 04/2020/TT-BTTTT of the Ministry of Information and Communications of Vietnam prescribing the estimation and management of costs of information technology application projects.

According to Circular No. 04/2020/TT-BTTTT of the Ministry of Information and Communications of Vietnam, IT application economic-technical cost norms are established as follows:

- Make list of works in which specific technical requirements, adopted technologies and solutions, scope of works and suitable calculation unit must be specified;

- Determine work components from the preparation stage to completion of works;

- Determine costs of consumption of materials, manpower and building machinery;

- Establish cost norms by aggregating costs of consumption of materials, manpower and building machinery.

Moreover, Circular No. 04/2020/TT-BTTTT also stipulates that the system of IT application cost norms includes:

- IT application cost norms include economic-technical norms and cost norms expressed as percentage.

- Economic-technical norms are the norms for consumption of materials, manpower and building machinery which are determined in conformity with technical requirements, adopted technologies and solutions, and specific scope of works for completing a workload unit.

- Cost norms expressed as percentage are the basis for determination of costs of some works of an IT application project, including project management costs, investment consultancy costs and other costs.
