Vietnam: Procedures for approval of provincial productivity and quality projects (Illustrative Image)

Under Article 5 of Circular 20/2010/TT-BKHCN, the procedures for approval of provincial productivity and quality projects in Vietnam are as follows:

The Ministry presiding over the central productivity and quality project is responsible for sending the project dossier to the Ministry of Science and Technology to seek opinions. The dossier includes:

- A submission to the Prime Minister of Vietnam regarding the project, including the necessity of execution of the project; primary objectives and tasks of the project; scope, regulated entities, schedule of execution, executing agencies, and coordinating agencies; major solutions for the project execution; total capital and capital structure; project execution organization; expected results, and socio-economic efficiency of the project; attached appendices;

- The central productivity and quality project;

- A draft Decision of the Prime Minister of Vietnam approving the project.

The Provincial People's Committee presiding over the local productivity and quality project is responsible for sending the project dossier to the Ministry of Science and Technology to seek opinions. The dossier includes:

- A submission to the Provincial People's Committee about the project (with contents similar to those in the submission to the Prime Minister of Vietnam mentioned in point a, paragraph 2 of this Article);

- The provincial productivity and quality project;

- A draft Decision of the Provincial People's Committee approving the project.

Within 30 working days from the date of receiving a complete dossier as stipulated, the Directorate for Standards, Metrology, and Quality shall organize an appraisal, report the Ministry of Science and Technology on the appraisal result, and draft an official dispatch of the Ministry of Science and Technology responding to the project. The appraisal content includes:

- Compatibility with the program's objectives and tasks;

- Content, tasks, results;

- Integration with other programs and projects;

- Scope, regulated entities, time, and schedule of execution;

- Solutions for execution, funding needs, and funding sources.

After receiving the opinions of the Ministry of Science and Technology, ministries, and the Provincial People's Committee shall direct the project management agency to finalize the project.

- The central productivity and quality project dossier submitted to the Prime Minister of Vietnam for review and approval includes:

- A submission to the Prime Minister of Vietnam; the central productivity and quality project; a draft Decision of the Prime Minister of Vietnam approving the project as stipulated in paragraph 1 of this Article and revised according to the opinions of the Ministry of Science and Technology;

- Written opinions from the Ministry of Science and Technology;

- A report from the Ministry to the Prime Minister of Vietnam on the responses to the opinions of the Ministry of Science and Technology.

- The local productivity and quality project dossier submitted to the Provincial People's Committee for review and approval includes:

- A submission to the Provincial People's Committee; the local productivity and quality project; a draft Decision of the Provincial People's Committee approving the project as stipulated in paragraph 2 of this Article and revised according to the opinions of the Ministry of Science and Technology;

- Written opinions from the Ministry of Science and Technology;

- A report from the Department of Science and Technology to the Provincial People's Committee on the responses to the opinions of the Ministry of Science and Technology.
