Recently, the Ministry of Education and Training of Vietnam promulgated Circular 56/2012/TT-BGDDT on the issuance of Regulations on the management of bilateral international cooperation tasks in science and technology at the departmental level of the Ministry of Education and Training.
Priority in selecting international cooperation for solving urgent science and technology issues (Illustration)
According to Article 9 of the regulations on the management of bilateral international cooperation tasks on science and technology at the ministerial level issued together with Circular 56/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam, the Ministry of Education and Training determines the list and selects bilateral international cooperation tasks based on annual proposals from the units. Bilateral international cooperation tasks are prioritized for inclusion in the selection list:
- Tasks agreed upon by the leadership of the Ministry of Education and Training with foreign partners committed to organizing and implementing.
- Tasks that contribute to solving urgent scientific and technological problems of interest domestically but have not yet been researched or research has not yielded results.
- Tasks with foreign support to enhance the scientific and technological capacity of organizations and units in Vietnam through scientific knowledge, technological know-how, advanced scientific equipment, training, and transfer of research results.
Simultaneously, the Ministry of Education and Training establishes an advisory council to determine the list of bilateral international cooperation tasks. The council meets and evaluates the proposed bilateral international cooperation tasks according to the Evaluation Form (Form 4 Appendix I). The council meeting minutes are prepared according to Form 5 Appendix I. Based on the council's recommendations, the Ministry of Education and Training approves the List of bilateral international cooperation tasks for selection.
In addition, the Ministry of Education and Training establishes an advisory council to select bilateral international cooperation tasks from the approved List of tasks. The council meets and evaluates bilateral international cooperation tasks according to the Evaluation Form (Form 6 Appendix I). The council meeting minutes are prepared according to Form 7 Appendix I.
