Recently, the Ministry of Finance of Vietnam issued Circular 187/2010/TT-BTC stipulating the mechanisms and policies to support plant varieties, livestock and aquaculture seeds to restore production in areas damaged by natural disasters and dangerous epidemics. The circular includes the principles of granting support for affected residents from central to local budget funds.

Article 3 of Circular 187/2010/TT-BTC stipulates that the central budget supports localities with part of the funding for plant varieties, livestock breeds, and aquaculture breeds in Vietnam according to the following principles:
- Mountainous provinces and the Central Highlands: support 80% of the support amount for plant varieties, livestock breeds, and aquaculture breeds;
- Hanoi and Ho Chi Minh City proactively use the local budget reserves to implement;
- Other provinces and centrally-run cities: support 70% of the support amount for plant varieties, livestock breeds, and aquaculture breeds;
- Localities with significant damage, if the local budget exceeds 50% of the local budget reserves the Prime Minister of Vietnam has allocated, the central budget will supplement the excess beyond 50% of the local budget reserves to ensure the provinces and cities have sufficient funding to implement.
- For epidemic prevention and control policies issued by specific decisions, the principle of support from the central budget to the local budget shall follow the provisions of such decisions, not the support principles stipulated in this Circular.
