On August 11, 2011, the Ministry of Education and Training of Vietnam issued Circular 35/2011/TT-BGDDT prescribing the offer and receipt of scholarships or subsidies granted to students of educational institutions in the national education system.

The principles for the reception, consideration, and offer of scholarships or subsidies for students in Vietnam are stipulated in Article 3 of Circular 35/2011/TT-BGDDT as follows:
Create favorable conditions and encourage sponsors to support students for educational career development.
The consideration and selection of students eligible for scholarships or subsidies ensures fairness, transparency, and accuracy of the target audience; and avoids creating cumbersome administrative procedures for students and difficulties for educational institutions.
The offer of scholarships or subsidies ensures formality, seriousness, flexibility, and appropriateness to actual conditions and circumstances, encouraging students to strive in their studies and training.
The following forms of sponsorship are not allowed:
- Direct sponsorship to the student without going through educational institutions or educational authority;
- Sponsorship for students to participate in sightseeing, tourism, exchanges, or training courses outside the current educational program at the educational institution;
- Sponsorship for the general activities of the school.
Additionally, the receipt of scholarships or subsidies in Vietnam is regulated as follows:
- Entities receiving scholarships or subsidies in Vietnam include:
- Educational authorities when sponsorship is granted through them. The educational authority guides educational institutions to select students eligible for scholarships or subsidies according to the criteria and standards agreed upon with the sponsor;
- Educational institutions when sponsorship is granted directly.
- Entity receiving scholarships or subsidies in Vietnam negotiates with the sponsor on specific requirements for the relevant parties, agrees with the sponsor in writing on the offer of scholarships or subsidies, sets standards, dossiers, and procedures for consideration and selection of students eligible for scholarships or subsidies, as well as the rights and responsibilities of the relevant parties.
