On October 10, 2011, the Minister of Education and Training of Vietnam issued Circular 44/2011/TT-BGDDT regulating the visiting lecturer policies in educational institutions.
Principles for implementing guest lecturing activities in educational institutions (Illustration)
Article 4 of Circular 44/2011/TT-BGDDT of the Ministry of Education and Training of Vietnam stipulates the principles for implementing guest lecturing activities in educational institutions as follows:
- Comply with the basic principles of civil relations as stipulated in Chapter II of the Civil Code, the principles of concluding civil contracts as stipulated in Article 389 of the Civil Code, the legal provisions on labor, and the provisions on guest lecturing of the Law amending and supplementing a number of articles of the Education Law.
- For guest lecturing institutions which are public educational institutions, comply with the legal provisions on the right to self-control, self-responsibility regarding the performance of tasks, organizational structure, staffing, and finance for public service providers in education and training.
- For guest lecturing institutions which are other educational institutions, comply with the provisions on duties and powers of educational institutions as stipulated in the school's Charter, and the organizational and operational regulations of the educational institution.
- In cases where guest lecturing activities use the working time of officials and public employees, it must be approved by the head of the agency or organization where those officials and public employees work.
According to Circular 44/2011/TT-BGDDT, the objectives of guest lecturing activities are stipulated as follows:
- Improve the quality of education and training by attracting high-level educators and scientists to participate in guest lecturing activities at educational institutions.
- Contribute to creating conditions for full-time educators of the educational institution to have time to carry out scientific research, technology transfer, practical work, and to study and enhance their professional skills.
