Vietnam: Principals of universities and colleges periodically report inspection work to the Ministry of Education and Training

This is a notable content in Circular 51/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam, which stipulates the organization and inspection activities of higher education institutions and professional secondary schools, issued on December 18, 2020.

Specifically, according to Article 14 of Circular 51/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam, responsibilities of Principals in internal inspection work at universities, academies, scientific research institutes authorized to train Doctoral degrees, universities, colleges, and professional secondary schools are prescribed as follows:

- Establish internal inspection organizations or assign dedicated staff to conduct internal inspection tasks of the school, ensuring completion of inspection duties; issue specific regulations on internal inspection activities suitable to the school's conditions.

- Based on the management requirements of the school and the working plans of the superior inspection agency, the Principal directs the development and approval of internal inspection plans under direct management; monitor and expedite the implementation of the approved plan; decide on inspections, handle recommendations, and conclude post-inspection results.

- Ensure conditions regarding personnel, policies, physical facilities, equipment, funding, and other necessary conditions for internal inspection activities; direct the resolution of complaints, denunciations, and anti-corruption measures.

- Assign officials and public employees, and workers of the agency or unit under management to participate in internal inspection activities.

- Periodically work with inspection organizations under management on inspection tasks; promptly resolve difficulties and issues regarding inspection work; handle overlaps in inspection and checking activities within their management scope.

- Report periodically or unexpectedly on inspection work to the Inspectorate of the Ministry of Education and Training and the direct management agency as regulated.
