Vietnam: Primary emulation and commendation principles
The Law on emulation and commendation 2003 of Vietnam provides for the subjects, scope, principles, forms, criteria, competence, order and procedures for emulation and commendation.

According to Article 6 of the Law on emulation and commendation 2003 of Vietnam, emulation and commendation principles are specified as follows:
- Emulation principles include:
+ Voluntariness, self-consciousness and publicity;
+ Unity, cooperation and mutual development.
- Commendation principles include:
+ Accuracy, publicity, fairness and timeliness;
+ One commendation form may be awarded many times to one subject;
+ Assurance of uniformity between nature, form and subject of commendation;
+ Close combination of spiritual encouragement with material benefits.
