Vietnam: Press Release No. 3 on the 6th meeting of the 15th National Assembly

Wednesday, October 25, 2023, the National Assembly of Vietnam continued the third working day of the 6th meeting of the 15th National Assembly at the National Assembly Building of Vietnam under the chairmanship of the Chairman of the National Assembly Vuong Dinh Hue.

Morning meeting

Item 1

Under the chairmanship of Chairman of the National Assembly Vuong Dinh Hue, the National Assembly listened to Nguyen Thi Thanh, Head of the Delegate Work Committee, representing the Standing Committee of the National Assembly, presenting the Report on the results of discussions within Delegations on issues related to the vote of confidence. Subsequently, the National Assembly established the Vote Counting Committee; and conducted the vote of confidence by secret ballot.

Item 2

Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly of Vietnam listened to Le Tan Toi, Chairman of the Committee for National Defense and Security of the National Assembly, presenting the Report on the explanation, absorption, and revision of the draft Identity Law. Following this, the National Assembly discussed several differing opinions on the draft Identity Law. During the discussion, there were 17 turns of National Assembly delegates speaking, and 05 turns of delegates debating, wherein the opinions of the delegates largely agreed with the content of the Report on the explanation, absorption, and revision by the Standing Committee of the National Assembly and the draft Law. Additionally, the delegates focused on discussing: the scope of regulation; subjects of application; the name of the draft Law; explanation of terms; rights and obligations of Vietnamese citizens and persons of Vietnamese origin whose nationality is yet to be determined regarding identity; responsibilities of the Identity Management Agency; national data center; prohibited acts; responsibilities of Provincial and Municipal People's Committees. Concerning the National Population Database and the Identity Database, the delegates concentrated on discussing: information in the National Population Database; the collection, updating, management, connection, sharing, and exploitation of information in the National Population Database and the Identity Database. Regarding identity cards, and identity certificates, the delegates focused on discussing: the name of the identity card; content displayed on the identity card; integrating information into the identity card; individuals issued an identity card; cases of reissuance, renewal of identity cards; authority for issuance, reissuance, renewal of identity cards; revocation, retention of identity cards; locking, unlocking of electronic identities; identity certificates, and managing persons of Vietnamese origin whose nationality is yet to be determined.…

At the end of the discussion session, Minister of Public Security To Lam provided explanations and clarified several issues raised by the National Assembly delegates.

Afternoon meeting

Matter 1

Under the chairmanship of Chairman of the National Assembly Vuong Dinh Hue, the National Assembly of Vietnam listened to the head of the Vote Counting Committee Nguyen Thanh Hai reporting the vote counting results; Secretary General of the National Assembly - Head of the Office of the National Assembly Bui Van Cuong presenting the draft Resolution confirming the results of the vote of confidence for those holding positions elected or approved by the National Assembly of Vietnam. Subsequently, the National Assembly of Vietnam voted to approve the Resolution of the National Assembly confirming the results of the vote of confidence for those holding positions elected or approved by the National Assembly using the electronic voting system. The results were as follows: 472 delegates participated in the vote (accounting for 95.55% of the total number of National Assembly delegates), of which 470 delegates agreed (accounting for 95.14% of the total number of National Assembly delegates); 02 delegates disagreed (accounting for 0.40% of the total number of National Assembly delegates) (attached is the Resolution confirming the results of the vote of confidence for those holding positions elected or approved by the National Assembly of Vietnam).

Matter 2

Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Le Quang Huy, Chairman of the Committee for Science, Technology, and Environment of the National Assembly, presenting the Report on the explanation, absorption, and revision of the draft Telecommunications Law (amended). Following this, the National Assembly discussed in the National Assembly Building of Vietnam several differing opinions on the draft Telecommunications Law (amended). During the discussion session, 11 delegates were speaking. The delegates concentrated on discussing the following contents: State policies on telecommunications; state management responsibilities on telecommunications; ensuring information confidentiality; rights and obligations of telecommunications service agents; refusing to provide telecommunications services; forms of issuing telecommunications licenses; auctioning telecommunications service subscription numbers; the public telecommunications service fund; allocation, issuance, registration, and use of telecommunications number resources and Internet resources; number portability services; issuing telecommunications licenses; recalling, dismantling telecommunications works when no longer in use; extension, reissuance, amendment, and supplementation of telecommunications licenses; providing basic telecommunications services on the Internet; providing and using data center services, cloud computing services; emergency information serving national defense and security; establishing and operating private telecommunications networks serving national defense and security; ensuring information confidentiality; rights and obligations of telecommunications businesses; conditions for participating in bidding, selecting the right to use radio frequencies; conditions for issuing professional telecommunications licenses; authority to issue telecommunications licenses; land use for telecommunications works; designing, constructing, installing telecommunications works; acts prohibited in telecommunications activities; protecting the rights of telecommunications service users; transitioning regulations.

At the end of the discussion session, Le Quang Huy, Chairman of the Committee for Science, Technology, and Environment of the National Assembly, provided explanations and clarified several issues raised by the National Assembly delegates.

Thursday, October 26, 2023: Morning, the National Assembly of Vietnam will convene a plenary session in the National Assembly Building of Vietnam, listening to: the Proposal and Verification Report on the adjustment of several contents of Resolution 53/2017/QH14 dated November 24, 2017, of the National Assembly on the Feasibility Study Report of the Project for Land Reclamation, Compensation, Support, Resettlement of Long Thanh International Airport; the Report on the explanation, absorption, and revision of the draft Water Resources Law (amended); subsequently, the National Assembly will discuss several differing opinions on the draft Water Resources Law (amended); Afternoon (broadcast live on Vietnam National Assembly Television), the National Assembly will convene a plenary session in the National Assembly Building of Vietnam, listening to the Report on the explanation, absorption, and revision of the draft Housing Law (amended); subsequently, the National Assembly will discuss several differing opinions on the draft Housing Law (amended)./.
