Vietnam: Postage stamps must be printed at least 45 days prior to the first day of issuance

Recently, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.

According to Article 19 of Circular 23/2012/TT-BTTTT, the Ministry of Information and Communications of Vietnam issues the decision on printing postage stamps based on the annual postage stamp issuance program and the application for approval of postage stamp design. Vietnam Post Corporation decides the unit printing postage stamps under the “National Technical Regulations on Postage Stamps” and relevant legal regulations on printing and security.

The printing of postage stamps must be completed at least 45 days prior to the first day of issuance of the postage stamp series, except in special cases as decided by the Ministry of Information and Communications. Vietnam Post Corporation will determine the method of printing postage stamps suitable to the business situation and market demand.

After printing is completed, Vietnam Post Corporation submits the printed postage stamp samples to the Ministry of Information and Communications for appraisal at least 30 days prior to the first day of issuance of the postage stamp series. In cases of overseas printing, printing cooperation, or joint issuance with foreign postal authorities, Vietnam Post Corporation must develop a scheme for approval by the Ministry of Information and Communications, including the purpose, method, partner, implementation plan, and other related contents.

Vietnam Post Corporation proactively formulates the production and availability plan for postage stamps and is responsible for the quantity of printed postage stamps to meet the prepayment needs for postal service fees and stamp collection needs. Vietnam Post Corporation reports to the Ministry of Information and Communications on the quantity of printed postage stamps for each postage stamp series (quantity of each sample, including specimen stamps) along with the printed postage stamp samples for appraisal as stipulated in Clause 5 of this Article.
