Recently, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.
Vietnam Post Corporation shall submit postage stamp designs in March and September every year (Illustration)
According to Article 15 of Circular 23/2012/TT-BTTTT, Vietnam Post Corporation shall submit the postage stamp designs to the Ministry of Information and Communications for approval in March and September every year. Vietnam Post Corporation is responsible for completing the postage stamp designs selected by the National Advisory Council on postage stamps and redesigning those samples to be redesigned to submit the official designs.
The official postage stamp design samples must be submitted at least 5 months prior to the first day of issuance for domestically printed postage stamps and 8 months for those printed abroad, except for unexpected cases decided by the Ministry of Information and Communications. Vietnam Post Corporation must provide an explanatory report to the Ministry of Information and Communications if the aforementioned deadlines are not met.
Additionally, the Ministry of Information and Communications organizes the approval of postage stamp designs in April and October every year through the National Advisory Council on postage stamps. The Ministry of Information and Communications issues a notice of the approval conclusions of the postage stamp designs within 15 working days from the end of the Council's meeting.
The Ministry of Information and Communications evaluates and approves the official designs within 15 working days from the date of receiving the application that meets the requirements stipulated in Article 18 of Circular 23/2012/TT-BTTTT. In cases requiring modifications or supplements, the Ministry of Information and Communications will provide written feedback within 5 working days from the date of receiving the application.
