Vietnam: Planning to use Methadone to the Methadone dispensing facility

Specifically, according to Circular No. 14/2015/BYT of the Ministry of Health of Vietnam, before the 25th of every month or in unexpected cases, the Methadone dispensing establishment shall make a report on the use and estimate of Methadone drug according to form No. 1, Appendix 1 issued with this Circular and send it to the Methadone treatment establishment.

Then, based on the proposal of the Methadone dispensing establishment and the fact that Methadone was approved by the competent authority, Methadone treatment establishments shall synthesize and approve the Methadone use plans of Methadone dispensing establishments under their management according to form No. 2, Appendix 1 issued together with this Circular. The plan is made into 02 copies: 01 copy is sent to the Methadone dispensary and 01 copy is kept at the Methadone treatment facility.

Methadone treatment establishments transfer Methadone drugs to Methadone dispensing establishments with specific quantities and delivery times. Delivery of medicines must be done before the 30th of every month.

Besides, Circular No. 14/2015/BYT also stipulates that enterprises specified in Clause 1 Article 5 of Circular No. 19/2014/TT-BYT dated June 02, 2014 of the Minister of Health providing for management of narcotic drugs, psychotropic drugs and drug precursors. Enterprises licensed by the Minister of Health to manufacture Methadone drugs in the country and meet the conditions of good practice for drug distribution as prescribed in Circular No. 48/2011/TT-BYT dated December 21, 2011 promulgating principles of "Good distribution practice".
