On May 20, 2024, the Minister of Science and Technology of Vietnam issued Decision 1005/QD-BKHCN on the investigation of innovation in enterprises in 2024.
Specifically, the investigation of innovation in enterprises in 2024 (following the methodology of OECD - Oslo Manual 2018) aims to collect statistical information to compile indicators in the Science and Technology Statistical Indicator System serving the directive management of the Government of Vietnam and the Prime Minister of Vietnam; to evaluate, formulate strategies, policies, plans for science, technology, and innovation; to conduct international comparison of innovation statistical indicators and update the Vietnam innovation database.
Regarding the scope of the investigation:
The investigation collects information from 2,000 medium-sized enterprises or larger across the nation, operating in the sectors: manufacturing, processing, and mining (as defined in the Vietnam Economic Industry System, issued in conjunction with Decision 27/2018/QD-TTg on July 6, 2018 by the Prime Minister of Vietnam).
Medium-sized enterprises are defined by Decree 80/2021/ND-CP, which details and guides the implementation of certain provisions of the Law on Support for Small and Medium Enterprises as follows:
“Small enterprises in the fields of agriculture, forestry, fishery; construction and industry employing on average no more than 100 people who are social insurance participants ...
Medium-sized enterprises in the fields of agriculture, forestry, fishery; construction and industry employing on average no more than 200 people who are social insurance participants ...”
Large enterprises in the fields of agriculture, forestry, fishery; construction and industry employing on average from 201 people and above with annual total revenue over VND 200 billion or total capital over VND 100 billion.
The investigation content will focus on the indicators specified in Circular 03/2018/TT-BKHCN dated May 15, 2018, issued by the Minister of Science and Technology of Vietnam on the System of Statistical Indicators in Science and Technology and assigning the collection and compilation of national statistical indicators in science and technology:
- Indicator 0601: Percentage of enterprises implementing innovation;
- Indicator 0602: Expenditure on innovation in enterprises;
- Indicator 0604: Number of enterprises with Science and Technology Development Funds;
- Indicator 0605: Number of enterprises with R&D departments.
(1) Group of information identifying the investigated unit
- Enterprise name;
- Enterprise's TIN;
- Year of establishment;
- Enterprise's address;
- Enterprise's charter capital structure;
- Business line;
- Other information.
(2) Group of information on personnel of the enterprise
- Number of employees;
- Employees categorized by educational level.
(3) Group of information on science and technology activities
- Science and Technology Development Fund;
- Research and Development department.
(4) Group of information on enterprise innovation
- Enterprise's innovation activities;
- Enterprise's support activities for innovation;
- Factors impacting enterprise's innovation activities;
- Application of advanced, environmentally-friendly technologies in innovation activities.
- The start date for the investigation is July 1, 2024.
- Period for investigation: Indicators collected over a period will gather information within 1 year, from January 1, 2023, to December 31, 2023. Indicators collected at a specific time will gather information based on the actual figures as of December 31, 2023.
- The time limit for information collection is 62 days starting from July 1, 2024.
- Direct method: investigators will directly visit the units to meet with the designated officers, introduce the purpose, significance, and content, and jointly collect and calculate the data to fill in the investigation forms. This method will apply to most investigated units.
- Indirect method: Organize training workshops to introduce the purpose, significance, and content, guide on how to fill out the forms, and request the units to send the investigation forms to the investigation authority according to the specified content and timeline in the investigation Plan. This method is used when investigators find it challenging to access the units.
Investigators will be selected from individuals experienced in statistical surveys.
