Regarding this issue, LawNet would like to answer as follows:

On January 22, 2024, the Ministry of Home Affairs issued Decision 35/QD-BNV on the Plan for informing and propagating administrative reform in 2024.

Plan for informing and propagating administrative reform in 2024 in Vietnam

The Plan for informing and propagating administrative reform in 2024 includes the following objectives and requirements:

(1) Objectives:

- General objective: Strengthen  informing and propagating work to enhance the awareness and organizational responsibility of managers at all levels, officials, public servants in the process of performing their duties. At the same time, raise awareness and consensus among the people, organizations, and society on the implementation of the objectives and tasks of administrative reform.

- Specific objectives:

+ Determine the content and form of informing and propagating administrative reform suitable for each target group, including individuals, organizations, and agencies.

+ Enhance the responsibility of heads of agencies and organizations in organizing information and communication work on administrative reform, contributing to the awareness, sense of responsibility, knowledge, and skills of officials, public servants, and civil servants in ministries, sectors, and localities.

+ Raise awareness of administrative reform and enhance the participation of citizens, businesses, and social organizations in the implementation of administrative reform and monitoring the process of administrative reform at all levels of state administrative agencies.

+ Raise awareness and responsibility of leaders of press agencies, newspapers, radio stations, and television stations at central and local levels in directing, managing, and organizing information and communication work on administrative reform. Improve the capacity and sense of responsibility of the team of reporters responsible for reporting on administrative reform.

+ Strengthen coordination and information sharing between state administrative agencies and press agencies and newspapers, ensuring that information on the implementation and results of administrative reform in ministries, sectors, and localities is fully and promptly reflected to the right audience.

(2) Requirements

- Timely, complete, regular, continuous, multidimensional, and appropriate dissemination and communication in line with the nature, characteristics, and tasks of each target group in relation to the roadmap for implementing the objectives and tasks of administrative reform in 2024 set by the Government.

- Integrate the work of informing and propagating administrative reform with the dissemination, popularization, and education on the Party's policies, state laws on legislative reform and judicial reform, and the construction of a socialist state governed by the rule of law by the people, for the people.

- Informing and propagating administrative reform must contribute to enhancing the sense of responsibility and public service ethics of officials, public servants, and civil servants, as well as improving public awareness, preventing corruption and negative behaviors, and serving the cause of industrialization, modernization, and international integration.

For the forms of communication on administrative reform in 2024, the Ministry of Home Affairs has proposed the following methods:

Through various types of media and the use of mass media, including radio stations, television stations, press agencies at the central and local levels, specialized press agencies, and electronic portals or websites of ministries, sectors, and localities. Create documentaries, video clips, and columns on administrative reform on various media platforms.

- Publish the electronic newsletter on administrative reform by the Office of the Government's Administrative Reform Steering Committee, with 4 issues per month, sent to the leaders of ministries, sectors, and localities, and expand the target audience of the newsletter. The newsletter is also published on the website of the Government's Administrative Reform Steering Committee (http://caicachhanhchinh.gov.vn).

- Use brochures, pamphlets, and posters related to administrative reform, tailored to each target group and the objectives and content of information and communication.

- Organize training courses and workshops, and fully implement the content and plan for the tasks of state administrative reform for officials, public servants, and civil servants. Integrate the content of administrative reform into conferences on dissemination, popularization, and legal education.

- Incorporate appropriate administrative reform content into the recruitment of public servants and civil servants, as well as training and development programs for public servants and civil servants. Use stage performances, comedies, and competitions to promote understanding of policies and laws.

- Include information on the progress and results of administrative reform in the regular press conferences of the Government, ministries, sectors, and localities.
