On June 22, 2024, Hanoi issued Decision No. 556/QD-TTg regarding the Plan for implementation of the Hau Giang province development plan for the period 2021-2030, with a vision to 2050.

The Prime Minister of Vietnam issued the Plan for implementation of the Hau Giang province development plan for the period 2021-2030, with a vision to 2050 with the main content as follows:

(1) Complete a synchronized system of plans

• Review and abolish plans for the investment development of specific goods, services, products, stipulating the quantities and volumes of products to be produced and consumed in the province, and plans no longer suitable with the reality and legal regulations; publicly announce the list of plans integrated into the Provincial Planning that have expired according to Article 59 of the Planning Law.

• By 2025, complete the review, formulation, and adjustment of urban, rural, technical, and specialized plans in Hậu Giang Province according to legal regulations, ensuring consistency and synchronization with the approved Provincial Planning.

(The list of plans under the authority of the Prime Minister, central ministries, and the province that have expired is included in Appendix I)

(2) Implement projects according to the Provincial Planning

* Priority projects and investment phases for implementing the Provincial Planning (list in Appendix II)

- Principle for determining public investment projects:

+ Comply with provisions of the Public Investment Law, State Budget Law, and documents from competent authorities related to public investment.

+ Complete infrastructure from projects that have been and are being implemented from public investment funds to maximize the effectiveness of the projects; use public investment to activate all societal resources.

+ Prioritize infrastructure projects that create significant spillover effects, serve industrial development and logistics services in Chau Thanh and Chau Thanh A districts, projects along two economic corridors, the Chau Đoc - Can Tho - Soc Trang expressway, and the Can Tho - Ca Mau expressway; medical, educational, cultural, sports, social security infrastructure; urban technical infrastructure in four identified economic and social regions in the Provincial Planning to attract investment, ensuring a reasonable and effective investment structure.

+ Continue to prioritize completing infrastructure for irrigation, dikes, water supply, and drainage to meet socio-economic development needs, ensuring social security, national defense, security, disaster prevention, and adaptation to climate change and rising sea levels.

- Investment projects using other sources of capital besides public investment:

+ Priority sectors for investment attraction include: seaports, inland waterway ports, logistics infrastructure; infrastructure for industrial parks, industrial clusters; high-tech processing and manufacturing industries; digital technology areas; high-tech agricultural areas; power development; clean water supply; commerce, service, and tourism based on the province's potential and strengths.

+ Develop mechanisms and policies to encourage investment and mobilize resources for development; socialize education and training, healthcare, culture, sports, environmental protection, and other social welfare fields.

+ Strengthen public-private partnerships (PPP) based on improving the investment and business environment, administrative reforms, enhancing provincial competitiveness (PCI); create breakthrough policies to develop strategic infrastructure, focus on developing the private economic sector, especially large enterprises and FDI enterprises; promote bank-enterprise linkages, support investors to enhance investment capital efficiency.

- The location, scope boundaries, land use area, alignment, total investment structure, funding sources, and detailed project information will be specified in urban, rural, and technical specialized plans or during the stage of formulation, appraisal, approval or decision on investment policies, investment decisions for programs and projects.

* Resources for plan implementation

Deploy solutions to mobilize capital in the Hậu Giang Province Planning period 2021 - 2030, vision to 2050, approved by the Prime Minister; efficiently implement Government resolutions on key tasks and solutions for socio-economic development plans and annual state budget estimates; promote public-private partnerships, unlock and effectively utilize all resources for development, using public investment to lead and activate societal resources.

To achieve an average GRDP growth of 8.7% per year during the 2021 - 2030 planning period, Hậu Giang Province needs to mobilize a total social investment capital of about 330,000 billion VND, specifically:

* Perfect development mechanisms and policies, and strengthen regional linkages

Actively complete local development mechanisms and policies, coordinate with central ministries, and provinces in the Mekong Delta to build and perfect regional policies and key projects creating breakthroughs for province, regional, and sectoral development.

(3) Land use plan

Based on the national land use master plan, national sectoral land use plans, Mekong Delta regional master plan for 2021 - 2030, vision to 2050, Hau Giang Province master plan for 2021 - 2030, vision to 2050, security land use plan for 2021 - 2030, vision to 2050, defense land use plan for 2021 - 2030, vision to 2050, national land use targets for 2021 - 2030, vision to 2050, 5-year national land use plan 2021 - 2025 assigned by Decision No. 326/QĐ-TTg on March 9, 2022, and Decision No. 227/QD-TTg on March 12, 2024, of the Prime Minister adjusting some land use targets to 2025, the Hậu Giang Provincial People's Committee builds and submits for approval from the competent authority the Hau Giang Province land use plan for the periods 2021 - 2025 and 2026 - 2030 according to legal regulations.
