Vietnam: Pet owners in urban areas must register their dog ownership with the People's Committee at the commune level

This is a featured content specified in Circular No. 07/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural development of Vietnam on prevention and control of terrestrial animal disease epidemics.

According to Circular No. 07/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural development of Vietnam, in order to manage the keeping of dogs and cats to prevent Rabies, pet owners must carry out the following tasks:

- Register the dog ownership with the local People's Committee at the commune level in urban areas or densely populated areas.

- Keep dogs on a leash, in a confined area, or within the premises of the household, ensuring cleanliness and hygiene to avoid any negative impact on the surrounding people. When taking the dog to public places, ensure the safety of people around by muzzling the dog or keeping it on a leash and having someone to control it.

- For concentrated dog breeding, ensure veterinary hygiene conditions and avoid causing noise or any negative impact on the surrounding people.

- Comply with the vaccination requirement for Rabies prevention for dogs and cats.

- Bear all the costs in the event of catching stray dogs, including the expenses for nurturing and euthanizing the dogs. In case the dog or cat bites or scratches someone, the pet owner must compensate the victim for any physical damage caused.
