Recently, the Ministry of Labor, Invalids, and Social Affairs of Vietnam issued Circular 05/2016/TT-BLDTBXH on the elaboration of Decree 26/2016/ND-CP dated April 6, 2016 on allowances and benefits applicable to officials, public employees and employees working in rehabilitation centers and public social assistance centers

Article 3 of Circular 05/2016/TT-BLDTBXH stipulates the particularly disadvantaged areas as prescribed in Article 7 of Decree 26/2016/ND-CP, including particularly disadvantaged communes or villages specified in:
- Decision 204/QD-TTg dated February 1, 2016 by the Prime Minister of Vietnam, approving the list of particularly disadvantaged communes, border communes, and safe zone communes for investment under Program 135 in 2016;- Decision 30/2012/QD-TTg dated July 18, 2012 by the Prime Minister of Vietnam on criteria for determining particularly disadvantaged villages and communes of ethnic minority and mountainous areas for the 2012 - 2015 period;
- Decision 1049/QD-TTg dated June 26, 2014 by the Prime Minister of Vietnam on promulgating the list of administrative divisions in disadvantaged areas;
- Decision 12/2016/QD-TTg dated March 11, 2016 by the Prime Minister of Vietnam on the continuation of implementing Decision 30/2012/QD-TTg dated July 18, 2012 and Decision 1049/QD-TTg dated June 26, 2014 by the Prime Minister of Vietnam;
- Decision 75/QD-UBDT dated February 29, 2016 by the Minister, Chairman of the Committee for Ethnic Minority Affairs on approving the list of particularly disadvantaged villages for investment under Program 135 in 2016;
- Decision 601/QD-UBDT dated October 29, 2015 by the Minister, Chairman of the Committee for Ethnic Minority Affairs on recognizing the additional and adjusted list of particularly disadvantaged communes or villages in Regions I, II, and III in ethnic minority and mountainous areas, and other related regulations.
