Vietnam: Organizing training, workshops, and issuing certificates of training on prevention and combating domestic violence

This is one of the contents amended in Circular No. 02/2010/TT-BVHTTDL on amendments to a number of articles of Circular No. 02/2010/TT-BVHTTDL, which was issued on December 22, 2014 by the Ministry of Culture, Sports and Tourism of Vietnam.

Article 14 of Circular 02/2010/TT-BVHTTDL stipulating the organization of training, workshops and issuance of training certificates on domestic violence prevention is amended and supplemented by Clause 6, Article 1 Circular 23/2014/TT-BVHTTDL as follows:

  1. Agencies and organizations responsible for training on domestic violence prevention:
  • Department of Family, Ministry of Culture, Sports and Tourism;
  • Department of Culture, Sports and Tourism;
  • Relevant agencies, unions, and social organizations.
  1. Training program and content:
  • The training program and content of central agencies, sectors, organizations, and unions must be approved by the Ministry of Culture, Sports and Tourism;
  • The training program and content of relevant local unions and organizations must be approved by the Department of Culture, Sports and Tourism where the training center is located;
  • Learners completing the training course on domestic violence prevention are granted a Certificate according to form M3a and M3b issued with Circular 02/2010/TT-BVHTTDL.
  1. Trainers of the training courses on skills in care, counseling on domestic violence prevention must have a university degree or higher in social and health fields, with at least 2 years of experience in family-related activities or in the work of domestic violence prevention.

  2. Form and duration of training:

  • The training form is organized in a centralized manner.
  • Training duration:
    • Initial training: at least 3 days for subjects stipulated in Clause 1, Article 13 of Circular 02/2010/TT-BVHTTDL; at least 5 days for subjects stipulated in Clause 2, Article 13 of Circular 02/2010/TT-BVHTTDL;
    • Periodic training: subjects stipulated in Clause 1, Article 13 of Circular 02/2010/TT-BVHTTDL must undergo periodic training at least once a year with a training duration of at least 1 day to supplement, update information, legal documents, new knowledge on domestic violence prevention.
  1. Training organization funding:
  • The funding for training subjects stipulated in Clause 1, Article 13 of Circular 02/2010/TT-BVHTTDL is derived from the provincial budget for domestic violence prevention work;
  • The funding for training subjects stipulated in Clause 2, Article 13 of this Circular is covered by the institutions sending the learners or individuals participating according to regulations;
  • The collection, spending, and financial management are carried out in accordance with the current legal regulations.
