(chinhphu.vn) - Chairman of the National Assembly of Vietnam Vuong Dinh Hue has recently signed for promulgation of Resolution No. 671/NQ-UBTVQH15 of the Standing Committee of the National Assembly regarding the organization of public consultation on the Draft Law on Amendments to Law on Land.
The public consultation regarding the Draft Law on Amendments to Law on Land will be organized based on the Government's amendments, incorporating the examination opinions of the Economic Committee of the National Assembly, the reviewing opinions of the Ethnic Council, various Committees of the National Assembly, and the Opinions of National Assembly deputies during the fourth meeting of the 15th National Assembly.
The purpose of organizing public consultation is to harness the people's ownership rights, mobilize their intelligence and enthusiasm, and reflect their will and aspirations to perfect the Draft Law on Amendments to Law on Land in line with the directives and policies of the Communist Party, ensuring consistency and feasibility within the legal system, and meeting the developmental requirements of the country in the new stage.
Additionally, it aims to unify and garner public consensus on the directives, and policies of the Communist Party of Vietnam, and the State's laws on land. It seeks to enhance public awareness and compliance, as well as the responsibility of individuals, agencies, and organizations in improving land policies and laws, aligning with the institution of developing a socialist-oriented market economy.
The resolution demands that organizing public consultation be carried out democratically, scientifically, publicly, transparently, genuinely, ensuring progress, quality, and cost-effectiveness.
Organize public consultations through appropriate forms, enhancing the application of information technology, thereby facilitating the participation of citizens within the country and overseas Vietnamese in giving opinions.
The organization of public consultation must guarantee leadership from the CPV committees at all levels; strict direction and implementation by all levels of governance; emphasize the responsibility of leaders, and foster coordination among agencies and organizations.
The content for public consultation should be comprehensive and focused, concentrating on major policies and issues related to the legitimate rights and interests of citizens and businesses that attract public concern.
The contributions from citizens must be compiled thoroughly, accurately, and objectively, and must be seriously researched, considered, and explained to complete the Draft Law on Amendments to Law on Land.
Strengthen propaganda and encourage citizens to contribute their opinions; firmly fight against hostile forces exploiting, attacking, and distorting the Communist Party of Vietnam's directives and the State's laws.
The subjects of the consultation include: various strata of citizens within the country and overseas Vietnamese; central and local state agencies; the levels of the Vietnam Fatherland Front Committee and its member political-social organizations, socio-political-professional organizations, social-professional organizations, and social organizations; businesses, cooperatives, household businesses, and other economic organizations; research institutes, universities, experts, and scientists.
The content of the consultation includes: the entire Draft Law on Amendments to Law on Land; key sections identified by the Government suitable for each group of consultees.
Forms of consultation include: direct written opinions; organizing conferences, seminars, discussions; via the Web Portals of the National Assembly, the Government, the Ministry of Natural Resources and Environment, mass media, application of information technology, and other appropriate forms.
The resolution also assigns the Government to compile a report on the results of the public consultation, incorporate, amend, and finalize the Draft Law on Amendments to Law on Land, and report to the Standing Committee of the National Assembly and the National Assembly at the fifth meeting of the 15th National Assembly.
The Standing Committee of the National Assembly, the Ethnic Council, the Committees of the National Assembly, the Delegation of National Assembly Deputies, and the National Assembly deputies, within their tasks and powers, shall supervise the implementation of this resolution.
