Recently, the Government of Vietnam issued Decree 35/2009/ND-CP on the organization and operation of the Inspectorate of Natural Resources and Environment.

Decree 35/2009/ND-CP provides operational principles and models of the Inspectorate of Natural Resources and Environment in Vietnam as follows:

Operational principles of the Inspectorate of Natural Resources and Environment in Vietnam

- The operation of the Inspectorate of Natural Resources and Environment must comply with the law; ensure accuracy, objectivity, honesty, transparency, democracy, and promptness; not hinder the normal operations of the entities, organizations, and individuals being inspected as well as related entities, organizations, and individuals.

- When conducting inspections, the inspection decision issuer, the Head of the Inspectorate, the Chief Inspector, Inspectors, and members of the inspection team must be responsible before the law for their actions and decisions.

Operational models of the Inspectorate of Natural Resources and Environment​ in Vietnam

- Inspection is conducted by Inspection delegations or Independent Inspectors.

- Inspection Teams and Independent Inspectors operate according to the provisions of the Law on Inspection.

- Inspections must be decided by the Head of the Inspectorate of Natural Resources and Environment or the Head of the state management agency at the same level.

- The Head of the Inspection delegation and Independent Inspectors are responsible before the law and the person who makes the inspection decisions for their decisions and handling measures.

- When handling violations, the Head of the Inspection delegation and Independent Inspectors must follow the full procedure as prescribed by the law.
