Vietnam: Notes on training and issuance of electricity safety card

According to Decree No. 14/2014/NĐ-CP of Vietnam’s Government, employees performing the operation, experiment, construction and repair of electrical line or equipment must be trained in electricity safety and issued with an electricity safety card.

The training in electricity safety must be once a year with examination and grading of electricity safety.

Employers are responsible for organizing the training and issuance of electricity safety card to the employees. For people who operate and repair electricity in rural and mountainous areas, borders, islands, the issuance of electricity safety card is done in accordance with the provisions in Article 64 of the Electricity Law of Vietnam.

The training program must have the following main contents:

- Procedures for operation and troubleshooting of incidents of electric lines and equipment at the employees’ workplace;

- Regulations on safety upon inspection, maintenance, repair and experiment of electrical lines and equipment in case of power cut-off or no cut-off;

- Ways to know and measures to eliminate risks of causing incidents or accidents at workplace and methods of helping electrical victims;

- Establishment of safe working area;

- Features, effect, usage, preservation and regulations on testing (experiment) of safety equipment and working means and devices in accordance with the employee’s work.

- Practice of contents related to the safety assurance in accordance with the employee’s work.
