Under Appendix II of Circular 05/2014/TT-BNV on the norms for supplies and stationeries for declassification of archived documents in Vietnam:

The technical-economic norms for declassifying archival documents in Vietnam are necessary consumption levels regarding labor, supplies, and stationeries to declassificate archival documents.

The content of technical-economic norms for declassifying archival documents in Vietnam are stipulated in Article 4 as follows:

The labor norm for declassifying archival documents (Tsp) is the labor time required to declassify one meter of document shelf, calculated as the sum of the technological labor norm (Tcn), service labor norm (Tpv), and management labor norm (Tql): Tsp = Tcn + Tpv + Tql.

+The labor norm for declassifying Vietnamese archival documents is stipulated in Appendix I;

+ For documents in languages other than Vietnamese, the labor norm for the tasks numbered 1, 3, 5a, 5b, 7a, and 7b is increased by a factor of 1.5 compared to the labor norms stipulated in Appendix I;

+ For archival documents formed before April 30, 1975, the labor norm for task number 3 is increased by a factor of 1.3 compared to the labor norms stipulated in Appendix I.
