Vietnam: Minimum requirements for graduates from college-level leather and footwear technology

This is the noteworthy content of Circular 23/2019/TT-BLDTBXH promulgating regulations on the minimum knowledge volume and competency requirements for graduates at the intermediate level and college level in disciplines and professions related to production, processing, and agriculture, issued on December 23, 2019 in Vietnam.

According to the regulations issued with Circular 23/2019/TT-BLDTBXH, the minimum knowledge required for graduates from college-level leather and footwear technology in Vietnam includes:

- Classify and explain the characteristics of various materials used in the Leather and Footwear industry; analyze the structure of leather goods and footwear products;

- Present the factors affecting the quality of footwear products, given the materials and footwear production equipment;

- Properly apply safety measures in the Leather and Footwear industry's working environment;

- Read, understand, and present the content of technical documents in the Leather and Footwear field;

- Present basic knowledge of footwear production technology, including preparation for production, production on the assembly line, and finishing; describe specific tasks;

- Identify and classify equipment and parts in the footwear production line;

- Analyze technical issues to apply them in footwear design and production technology;

- Present the process and procedures for production deployment and error correction in enterprises;

- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education according to the regulations.

Additionally, graduates from college-level leather and footwear technology in Vietnam must acquire the following skills:

- Utilize artistic thinking to create footwear product designs based on customer needs;

- Differentiate and select appropriate materials, design methods, and production technologies for various footwear products;

- Apply manual design methods and specialized software to design footwear models and compile technical documents (Sketch - Design - Technical Documents);

- Operate footwear industry equipment and have the ability to repair and maintain footwear equipment;

- Complete footwear products (Sketch - Design - Cut - Sew - Assemble - Finish);

- Calculate material consumption, time standards, production planning for specific orders, and evaluate data related to production productivity and product quality;

- Develop and implement processes for stages in the Leather and Footwear industry;

- Proficiently apply monitoring procedures; identify areas for improvement in the production system;

- Use basic information technology in accordance with regulations; apply information technology in some professional tasks of the discipline and profession;

- Use basic foreign language skills, reaching level 2/6 in the Vietnamese foreign language proficiency framework; apply foreign language skills in some professional tasks of the discipline and profession.
