On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular No. 45/2018/TT-BLDTBXH regulating the minimum knowledge requirements and capacity standards that learners must achieve upon graduating from intermediate and college levels in the fields of architectural technology, construction works, mechanics, electricity, electronics, telecommunications, and chemistry.
Specifically, Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam specifies the minimum knowledge requirements for the intermediate-level architectural engineering as follows:
- Being able to pretend the safety procedures in construction, including excavation, scaffolding, working at heights, electrical safety, and other construction processes; personal protective measures.
- Being able to present methods to ensure environmental hygiene, methods to treat wastewater and construction solid waste.
- Being able to distinguish types and grades of construction works; scope of application of standards.
- Being able to present specifications and characteristics of commonly used materials in construction.
- Being able to present the components of a construction work; calculating methods for some structural elements in construction (columns, beams, slabs, etc.).
- Being able to calculate different types of loads and load combinations acting on the structure.
- Being able to present the calculation process and analyze the internal forces of basic structural elements.
- Being able to analyze geological data from statistical charts.
- Comparing advantages and disadvantages of different materials; being able to draw material tables for beams.
- Being able to compare advantages and disadvantages of different structural options; being able to propose appropriate structural solutions based on geological conditions and functional requirements.
- Being able to define symbols, characters, and annotations in construction drawings.
- Presenting methods to calculate quantities for various construction activities such as earthworks, steel, concrete, formwork, masonry, plastering, tiling, painting; preparing estimates for some basic construction items.
- Being able to present construction methods for different construction activities.
- Being able to present principles of design for construction organization.
- Being able to apply technical standards and interpreting construction drawings.
- Clearly describing the features, functions, and applications of handheld tools.
- Being able to present methods to identify soil levels and types; measures to handle foundations; procedures and methods for manual and machine excavation, embankment.
- Being present procedures and methods for steel reinforcement, formwork, scaffolding; procedures and methods for installing steel structures.
- Being able to present methods for manual and machine mixing of mortar and concrete; procedures and methods for mixing, transporting, compacting, finishing, and curing concrete; construction procedures for some concrete structures: foundations, columns, beams, slabs, walls, and troubleshooting concrete discontinuities.
- Being able to present procedures and methods for bricklaying, plastering, tiling, flooring, painting, installing doors and windows, installing door frames, installing sanitary equipment, and roofing.
- Being able to analyze material and labor quantities in earthworks and foundation reinforcement, steel and concrete construction, steel structure construction, and construction completion.
- Being able to analyze common defects in construction products; identifying causes of defects and technical errors in construction products.
- Being able to present basic knowledge of politics, culture, society, law, national defense and security, physical education as required.
