Vietnam: Method of scoring the test of occupational skills for national defense workers

This is a notable content regulated at the Circular No. 142/2020/TT-BQP stipulating contents and methods of organization of examination and assessment of vocational skill level improvement; issue certificates of vocational skills and conditions for exemption from examination and assessment of occupational skills for national defense workers issued by the Ministry of National Defense of Vietnam on November 20, 2020.

According to Article 6 of the Circular No. 142/2020/TT-BQP of the Ministry of National Defense of Vietnam, the method of scoring technical skills test for defense workers is prescribed as follows:

1. The Chairman of the Examination Council approves the answers and the standard scale of the test contents (including theory and practice).

2. Examiners base on the answers and the standard scale of each test content to score.

3. A theory or practical test must have at least 02 (two) independent judges. The score of the test (theory or practice) is the average of the scores of the examiners, taking the results to two decimal places.

4. The test score is calculated on a 10-point scale, which is the average result of the theory test and the practical test, taken to two decimal places, calculated as follows:

Where:

  • Đkt: Test score (general result);

  • Đlt: Theory test score;

  • Đth: Practice test score.

5. National defense workers who are ethnic minorities or soldiers of units stationed in highland, deep-lying, remote, border and island areas with a working period of 12 months or more, are entitled to priority plus 01 (one) point for the theory test and 01 (one) point for the practice test.

6. For a number of technical industries and occupations, the 10-point scale is not applied, the regulations of technical specialties must be complied with, but must be consistent with the standards of skill levels of national defense workers.
