On November 05, 2012, the Government of Vietnam issued Decree 90/2012/ND-CP regulating the organization and operation of inspectorates in the internal affairs sector.

According to Article 18 of Decree 90/2012/ND-CP, the matters regarding record management and archival affairs to be inspected in Vietnam include:
- Format and technique of presenting administrative documents;
- Management of documents generated during the activities of agencies and organizations, including outgoing documents; incoming documents; and current archive file compilation tasks;
- Preservation and use of seals in record management affairs;
- Collection, processing, appraisal, statistics, preservation, and use of archival documents;
- Rights and obligations of agencies, organizations, and individuals in archival activities;
- Other tasks as prescribed by law.
Additionally, Article 19 of Decree 90/2012/ND-CP stipulates matters regarding state administrative reform to be inspected in Vietnam as follows:
- Inspection of responsibilities in the implementation of programs, plans, and administrative reform tasks;
- Inspection of responsibilities in the assignment and decentralization of state management.
Furthermore, Articles 21 and 22 of Decree 90/2012/ND-CP regulate the inspection of the implementation of legal provisions on youth affairs under the state management scope of the Ministry of Home Affairs and the Department of Home Affairs and inspection of the implementation of legal regulations on emulation and emulation titles; forms, subjects, and standards of commendation; authority to decide on awards, procedures, and application for commendation.
