On July 16, 2013, the Government of Vietnam promulgated Decree 35/2009/ND-CP on the organization and operation of the Inspectorate of Natural Resources and Environment.

Decree 35/2009/ND-CP specifically defines the matters on Natural Resources and Environment to be inspected in Vietnam, including:
- Inspect the compliance with policies, laws, and the performance of assigned duties by agencies, organizations, and individuals under the direct management authority of the Head of the same level;
- Matters to be inspected, order, and procedures for conducting administrative inspection follow the provisions of the Law on Inspection and the documents on elaboration of the Law on Inspection.
- Inspect the compliance with legal provisions on natural resources and environment within the scope of state management by the Head of the same level for agencies, organizations, and individuals engaging in activities related to natural resources and environment, including Land; Water resources; Mineral resources, geology; Environment; Meteorology, hydrology; Surveying, mapping; Integrated and unified management of seas and islands; Other legal provisions related to natural resources and environment activities.
