Vietnam: Mandatory requirements for issue of certificates of competency to seamen

The Ministry of Transport of Vietnam issued Circular No. 37/2016/TT-BGTVT specifying regulations on standards of competence and certificates of seafarer’s competency and proficiency and minimum safe manning levels for Vietnamese ships.

According to Circular No. 37/2016/TT-BGTVT of the Ministry of Transport of Vietnam, certificates of competency to seamen shall be issued as follows:

Every OS shall:

- Hold a professional/vocational secondary education diploma in control engineering or certificate of completion of control engineering theory under maritime officer training program as prescribed by the Minister of Transport. If a candidate only obtains an elementary certificate in control engineering, (s) he must complete the advanced training courses as prescribed by the Minister of Transport;

- Acquire a certificate of proficiency in basic training;

- Serve in approved seagoing services for 06 months or apprentice as a seaman in 02 months.

Every candidate for AB shall:

- Obtain a professional/vocational secondary education diploma in control engineering. If a candidate obtains only an elementary certificate in control engineering, (s) he must complete the advanced training courses as prescribed by the Minister of Transport;

- Acquire a certificate of proficiency in basic training;

- Serve in approved seagoing services for 18 months or apprentice as an AB in 12 months.
