Recently, the Ministry of Education and Training of Vietnam issued Circular 19/2020/TT-BGDDT stipulating the periodic reporting regulations under state management, including provisions on the publication and transparency of periodic reporting policies in the field of education.
Mandatory public disclosure of periodic reporting in the field of education (Illustration)
Specifically, Article 28 of Circular 19/2020/TT-BGDDT stipulates the responsibilities, content of publication, and public disclosure of periodic reports within the state management scope of the Ministry of Education and Training as follows:
- The periodic reporting regime must be updated, published, and publicly disclosed regularly whenever there is a change in any content of the periodic reporting policies as stipulated in Article 4 of Circular 19/2020/TT-BGDDT.
- The unit responsible for drafting the legal document stipulating periodic reporting policies is responsible for drafting the Decision to publish the list of periodic reporting policies within the state management scope of the Ministry of Education and Training, following the template in Appendix II issued together with this Circular, and submitting it to the Minister of Education and Training (through the Ministry Office) for signing and publication.
- The content of the public disclosure of periodic reporting policies includes: Report name, entities required to report, the recipient agency of the report, reporting frequency, and the legal document stipulating the reporting policies.
Regarding the publication timeline:
- The Minister’s Decision to publish periodic reporting policies must be issued no later than 15 working days from the effective date of the legal document stipulating the periodic reporting policies.
- The published Decision, once signed and issued, must be publicly posted on the Ministry's electronic information portal (through the Ministry Office).
