Vietnam: Knowledge required for graduates from intermediate-level navigation

Recently, the Ministry of Labour, Invalids and Social Affairs of Vietnam promulgated Circular 56/2018/TT-BLDTBXH stipulating the minimum knowledge and competency requirements for graduates at intermediate and college levels for disciplines and professions related to transport services, environment, and security.

Under Circular 56/2018/TT-BLDTBXH, intermediate-level navigation in Vietnam is a discipline or profession that operates and uses ship systems, equipment onboard, maritime supporting devices, and relevant Maritime Control Codes as well as regulations of Vietnam and international regulations to ensure safety, security for ships, people, and cargo, ensure economic efficiency and protect the marine environment throughout the operation, meeting the level 4 requirements in the Vietnamese Qualifications Framework. The knowledge required for graduates from intermediate-level navigation in Vietnam includes:

- Explain basic contents about laws and relevant international conventions in which Vietnam is a signatory when operating ships in international and foreign waters;

- Describe the types of ropes used on maritime vessels and present how to use, preserve, and maintain these types of ropes;

- Present about rust removal techniques, onboard equipment maintenance techniques, and vessel hull preservation;

- Present the preparation work before maneuvering the vessel, ship steering tasks, and watch-keeping duties during vessel maneuvering;

- Present watch-keeping duties to maintain safe shifts;

- Describe the sequence of determining directions at sea, ship's position, and route planning, determining compass errors using landmarks;

- Present about maritime cargo to implement handling, lashing, and securing cargo;

- Present methods to obtain maps, weather bulletins, and maritime meteorology information;

- Explain some related contents about maritime law and international maritime conventions for safe navigation;

- Describe support methods for vessel maneuvering under all conditions;

- Present measures to take when encountering emergencies;

- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as prescribed.
