Vietnam: Knowledge and skills required for the intermediate level in the field of control and automation technology

Recently, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular No. 45/2018/TT-BLDTBXH regulating the minimum knowledge requirements and capacity standards that learners must achieve upon graduating from intermediate and college levels in the fields of architectural technology, construction works, mechanics, electricity, electronics, telecommunications, and chemistry.

Specifically, Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam stipulates that intermediate-level control and automation technology is a specialized field that involves the study, implementation, operation, maintenance, and repair of control and automation systems for processes and production machinery in businesses, meeting the requirements of Level 4 in the Vietnamese National Qualifications Framework. Circular No. 45/2018/TT-BLDTBXH stipulates the knowledge and skills required for the intermediate level in the field of control and automation technology as follows:

Knowledge volume

- Being able to explain the principles of operation of automatic control circuits and basic electronic circuits.

- Being able to describe the electrical drive systems in small and medium-sized industries, as well as automated production lines in the industry.

- Being able to describe pneumatic control systems and hydraulic control systems.

- Being able to describe automatic control systems, SCADA, and industrial communication networks.

- Being able to determine the methods for designing automatic control systems.

- Being able to present the functions and applications of sensors, measuring devices, and control devices.

- Being able to explain the process of testing, maintenance, and calibration of automatic control systems.

- Being able to describe electrical supply systems, lighting systems, and grounding systems; industrial security and electrical safety systems.

- Being able to present the basic business processes of production management and technological business services.

- Being able to present the processes of planning, organizing, implementing, monitoring, inspecting, and evaluating job performance in different departments of a business.

- Being able to describe the shift handover process and record job logs.

- Being able to present basic knowledge of politics, culture, society, law, national defense and security, and physical education as regulated.

Skills

- Being able to use basic information technology as required.

- Being able to assemble basic electronic circuits and control devices with peripheral devices.

- Being able to install, adjust, and operate automatic control systems in small and medium-sized industrial production and civil systems.

- Being able to operate and maintain power supply systems, lighting systems, grounding systems; industrial security and electrical safety systems.

- Being able to operate and maintain pneumatic control systems and hydraulic control systems.

- Being able to identify, classify, select, and use sensors, measuring devices, and control devices.

- Being to participate in the operation of smart city and smart home systems, industrial communication standards.

- Being able to use smartphones to control automated devices.

- Being able to perform system maintenance tasks.

- Being able to check job results to ensure compliance with procedures and standards at business and production facilities.

- Being able to participate in the creation of common forms, reports, internal documents, and common contracts for business and services.

- Proficiently use common specialized tools and equipment.

- Communicate effectively through discussions and manage situations.

- Being able to apply occupational safety and environmental sanitation measures as required.
