Recently, the Ministry of Labour, Invalids and Social Affairs of Vietnam promulgated Circular 56/2018/TT-BLDTBXH stipulating the minimum knowledge and competency requirements for graduates at intermediate and college levels for disciplines and professions related to transport services, environment, and security.

Under Circular 56/2018/TT-BLDTBXH, graduates from college-level firefighting and rescue in Vietnam must acquire the following knowledge and skills:
Knowledge
- Be able to present basic knowledge of mathematics, physics, and chemistry; foundational knowledge in the specialty of fire and explosion; and knowledge of hydraulics, mechanics, construction, structures, physical health, and first aid; including specialized police skills such as martial arts and military, to meet the requirements in the field of firefighting, and rescue operations.
- Summarize and analyze specialized knowledge such as firefighting, rescue, management of vehicles and equipment, dissemination of knowledge, and training in fire prevention and rescue in Vietnam.
- Be able to present basic knowledge of politics, culture, society, law, national defense and security, and physical education as prescribed.
Skills
- Organize, arrange work, and evaluate work results.
- Collect, analyze, and process information during basic investigation on fire prevention and fire fighting, manage records, monitor fire prevention activities, and conduct safety inspections on fire prevention.
- Implement training methods; process for organizing fire fighting skills training; techniques and procedures for fire fighting.
- Develop training plans; guide individual techniques, and rescue team formations for officers and rescue fighters.
- Develop fire fighting and rescue plans, organize drills, and practice fire fighting and rescue plans as per the procedure.
- Evaluate characteristics related to fire fighting tactics and the traits of fires occurring in homes and civil buildings in reality.
- Conduct fire fighting activities when fires occur at natural resource facilities, economic, cultural, societal facilities, homes, and civil constructions in reality. Evaluate characteristics related to fire fighting tactics, and traits of fires occurring under special conditions; determine fire fighting activities to be conducted under special conditions within a unit.
- Evaluate and analyze characteristics of different types of incidents and accidents on-site; guide and apply rescue and relief techniques when incidents, accidents such as building or construction collapses, landslides; transport vehicle incidents, water-related accidents, and other special condition incidents occur; apply and organize rescue and relief safety measures and tactics; command the force to perform rescue and relief tasks at the incident site.
- Use fire fighting vehicles and equipment, apply fire fighting tactics, command and assign tasks to firefighters within a fire fighting unit, and coordinate the activities of different units.
- Present issues related to fire prevention and rescue expertise and operations to others; have good communication skills, including verbal communication, written communication, email, and other media.
- Identify fire fighting and rescue vehicles and equipment, inspect, and proficiently operate fire fighting and rescue vehicles and equipment.
