On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular 46/2018/TT-BLD-TBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in materials, metallurgy, production, and other technical technologies.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Fibre technology issued together with Circular 46/2018/TT-BLDTBXH, graduates of Fibre technology, Level 5 of in Vietnam have the competencies to meet the requirements for job positions in the industry, including:
- Designing technology for woven and knitted fabric textiles;
- Designing technology for non-woven fabric textiles;
- Operating and monitoring the production process of woven and knitted fabrics;
- Operating and monitoring the production process of non-woven fabrics;
- Product quality inspection.
In addition, the minimum knowledge volume and required competencies for graduates of Fibre technology, Level 5 of in Vietnamcan further develop at higher levels. Graduates may self-learn and self-update scientific and technological advancements within the major to improve their competency or pursue further qualifications within the same industry, group of industries or related training field.
