On December 07, 2012, the Ministry of National Defense of Vietnam issued Circular 132/2012/TT-BQP promulgating the internal regulations of military prisons.

According to Article 4 of the internal regulations of military prisons issued together with Circular 132/2012/TT-BQP, the prohibited acts within military prisons in Vietnam include:
- Committing violations against the provisions of the Law on Execution of Criminal Judgments, internal regulations of military prisons, and hindering the execution of prison sentences, retaliating against those who report wrongful acts of oneself or others.
- Threatening, beating, infecting others with HIV/AIDS, bullying, extorting, destroying the body, self-tattooing or tattooing others, self-wearing or attaching metal or other material objects onto oneself or others.- Homosexual activities, sexual relations between inmates or with others (except for spouses when permitted).
- Establishing or joining associations, gangs, or groups in any form.
- Committing all acts of fortune-telling, worship, evangelism, forms of superstition, and gambling in any form.
- Buying, selling, exchanging, borrowing anything in any form between inmates and with others (material support between inmates requires approval from prison officials).
- Providing false information to incite other inmates to cause disorder in the cell or prison area.
At the same time, according to Article 3 of the internal regulations, the responsibilities of inmates in Vietnam include:
- Complying with the law and the provisions of internal regulations of military prisons.
- Strictly adhering to the sentence, court decisions, and decisions of the agency for the management of criminal judgment execution of the Ministry of National Defense of Vietnam, the criminal judgment execution agency at the military district level, the prison warden; obeying orders, following the guidance and checks of the prison officials.
- Assisting each other, protecting the property of the prison, oneself, and others; detecting, denouncing, and combating wrongful acts, legal violations, Prison Rules, and other negative acts promptly and reporting to prison officials.
