Vietnam: Issuing a reporting regime for the activities of agricultural cooperatives

Specifically, according to Article 6 of Circular No. 06/2019/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, the reporting responsibilities of agricultural cooperatives and the reporting responsibilities of the state management agencies in the agricultural sector regarding the activities of agricultural cooperatives are as follows:

First, reporting responsibilities of agricultural cooperatives

- Content of reports submitted to the state management agencies in the agricultural sector:

+ The previous year's activities according to Appendix I-19 issued with Circular No. 07/2019/TT-BKHDT dated April 8, 2019, amending and supplementing certain provisions of Circular No. 03/2014/TT-BKHDT dated May 26, 2014, of the Ministry of Planning and Investment, guiding the registration of cooperatives and the reporting regime on the activities of cooperatives.

+ Specific activities of the agricultural cooperative in the previous year as stipulated in the appendix issued with this Circular.

- Deadline for submitting reports: No later than January 15th annually.

- Place to submit reports:

+ Agricultural cooperatives submit reports to the Department of Agriculture and Rural Development (or the Department of Economy) and the district-level cooperative registration agency where their main office is located.

+ Unified agricultural cooperatives (operating at the provincial level) submit reports to the Department of Agriculture and Rural Development and the provincial-level cooperative registration agency where their main office is located.

Secondly, reporting responsibilities of state management agencies in the agricultural sector:

- The Department of Agriculture and Rural Development (or the Department of Economy) compiles annual reports on the specific activities of agricultural cooperatives (according to the appendix issued with this Circular) and submits them to the People's Committee at the district level and the Department of Agriculture and Rural Development.

- The Department of Agriculture and Rural Development compiles annual reports on the specific activities of agricultural cooperatives and unified agricultural cooperatives (according to the appendix issued with this Circular) and submits them to the People's Committee at the provincial level and the Ministry of Agriculture and Rural Development.
