Vietnam: Instructions for handling information about fire, incidents and accidents

Recently, the Ministry of Public Security of Vietnam has issued the Circular No. 140/2020/TT-BCA on the implementation of fire fighting and rescue operations by the people's police force.

According to the Circular No. 140/2020/TT-BCA of the Ministry of Public Security of Vietnam, officials and soldiers on duty at Command Information Center 114 when receiving information on fire alarms, incidents and accidents shall comply with the following regulations:

- Clearly identify the address of the place where the fire, incident or accident occurs and quickly issue an alarm order for fire fighting and rescue;

- Report directly to the unit commander, receive and communicate the command to mobilize forces and vehicles for fire fighting and rescue and from the unit commander to relevant departments;

- Transfer the fire fighting tactics card to the unit going to fire fighting and rescue (when the unit performing the task of fire fighting and rescue is arranged at the same location as the Command Information Center 114).

Officials and soldiers on duty at the information-receiving and processing department of Team-level units of the Fire Prevention, Fighting and Rescue Police Department and district-level Police when receiving fire alarm information, incidents and accidents shall comply with the following provisions:

- Clearly identify the address of the place where the fire, incident or accident occurred (if receiving information directly) and quickly issue an alarm to fire and rescue;

- Report directly to the unit commander, receive and communicate the command to mobilize forces and vehicles for fire fighting and rescue from the unit commander to relevant departments;

- Transfer the card of fire fighting tactics to the person assigned to command fire fighting and rescue (hereinafter referred to as the commander of the fire fighting and rescue unit).

Information on fire, incident and accident alarms after the unit's forces and vehicles have been dispatched to fire and rescue will be handled in the following order:

- Officials and soldiers shall check and evaluate the authenticity of information received and update new information related to fires, incidents and accidents; at the same time report and receive orders from the unit commander;

- Notify the medical agencies to give first aid to victims (if any); electricity agencies to stop the power supply where fires, incidents or accidents occur; water supply unit for fire fighting (if any); Police of commune; other agencies and units are responsible for participating in and supporting fire fighting and rescue work according to the plan approved by the competent authorities upon the order of the fire and rescue commander (hereinafter collectively referred to as the commander);

- Fully record the information received in the number receiving information about fire alarms, incidents and accidents according to Form No. 01 specified in the Appendix issued together with the Circular No. 140/2020/TT-BCA; summarize the situation and transfer it to the unit's division to report the case information to the superior agency as prescribed;

- Report to the Command Information Center 114 in case the information receiving and processing department of the Team-level units of the Fire Prevention, Firefighting and Rescue Police Department and the district-level Police directly receive information about fire, incidents and accidents.

Note: In case the information about the fire does not fall within the scope of the assigned area, officials and soldiers are responsible for promptly notifying the received information to the unit assigned to perform the fire fighting task; concurrently, report to the unit commander to mobilize forces and vehicles for fire fighting and rescue if the distance from the place of fire, incident or accident to the unit is shorter than the assigned unit performing fire fighting and rescue duty, rescue or available.
