Vietnam: Institutions that train teachers at intermediate and college level must ensure that they have a team of qualified teachers

According to Article 5 of Circular No. 24/2019/TT-BGDĐT of the Ministry of Education and Training of Vietnam, the number and structure of the teaching staff of the institution that trains college and intermediate level teachers must ensure:

1. The permanent contingent of teachers of a teacher training institution must ensure the quantity, quality, qualifications and structure to organize the implementation of the teacher training program for each training branch and level. The number of permanent lecturers for each training discipline must be enough to undertake at least 80% of the training program volume and have the ratio of learners to one lecturer in accordance with current regulations on the determination of enrollment quotas for intermediate and college degrees in teacher training disciplines of the Ministry of Education and Training.

2. When registering for training activities at intermediate level, college level in the group of teacher training majors (hereinafter referred to as registration of training activities), permanent lecturers (not coincident with permanent lecturers is a condition to ensure the quality of training at intermediate level, college level in the group of teachers training majors of other disciplines being trained) of the teacher training institution must ensure:

- There are at least 08 (eight) permanent lecturers with a master's degree or higher in the same major or major close to the registered one for training activities, in which there are at least 04 (four) lecturers with a master's degree or higher in the same major as the one registered for training activities and 02 (two) lecturers with a master's degree or higher in psychology or education when registering for training activities in the fields of teacher training (except for the majors of teacher training specified at Point b Clause 2 of this Article);

- There are at least 06 (six) permanent lecturers with a master's degree or higher in the same major or major close to the registered one for training activities,  in which there are at least 03 (three) lecturers with a master's degree or higher in the same major as the one registered for training activities and 02 (two) lecturers with a master's degree or higher in psychology or education when registering for training activities in the fields of music pedagogy, fine art pedagogy, art pedagogy, physical education pedagogy, specialized pedagogy, physical education, special education, ethnic minority language pedagogy.

In case of failing to satisfy the conditions for lecturers with a master's degree or higher in the same major as the one in which training activities are registered, a teacher training institution may employ 02 (two) permanent lecturers with bachelor's degrees in the same major as the one in which training activities are registered, concurrently having teaching experience of 05 (five) years or more to replace 01 (one) lecturer with a master's degree.
