On May 14, 2018, the Ministry of Transport of Vietnam issued Circular No. 29/2018/TT-BGTVT, which specifies methods of inspection of import of railway vehicles.
According to Circular No. 29/2018/TT-BGTVT of the Ministry of Transport of Vietnam, the inspection of import shall be intended for:
- Imported vehicles;
- Imported brand new components, equipment and parts.
An application for inspection includes:
- An application form for inspection, which is made by the importer;
- An overall drawing, documents about specifications;
- A copy presented with its original for comparison or certified true copy of the certificate of origin;
- A copy presented with its original for comparison or certified true copy of the certificate of quality issued by the manufacturer;
- A report on inspection and testing of the vehicle, its components, equipment or parts, which is prepared by the manufacturer or testing facility in the case of imported brand new products.
Inspection contents are specified as follows:
- Carrying out inspection according to applicable technical regulations;
- Regarding end of train devices, carrying out inspection in accordance with the regulations laid down in the Appendix VII hereof.
Depending on the type, the test time will be different. To be specific:
- Regarding vehicles, the inspection shall be carried out after the customs declaration has been registered and the vehicle has been transported to the place of inspection;
- Regarding components, equipment and parts, the inspection shall be carried out before they are installed on the vehicle.
Moreover, Circular No. 29/2018/TT-BGTVT also stipulates inspection methods as follows:
- Regarding vehicles, components and equipment, inspect the one by one;
- Regarding parts, inspect representative samples of each shipment of parts according to relevant technical regulations and standards;
- Regarding urban railway cars, inspect each car and carry out one more inspection after they are assembled into a train according to the operation configuration.
