- Manufacturers shall receive blank ex-factory inspection cards, made according to the form provided in Appendix VIII to this Circular, for each lot of manufactured or assembled vehicles in accordance with their product type quality certificates and their performance of ex-factory inspection.
- Manufacturers shall issue an ex-factory inspection card to each vehicle based on its inspection result. Ex-factory inspection cards must contain the signature and seal of a competent person (head or deputy head of the manufacturer or a subordinate directly authorized in writing by the head of the manufacturer).
