Vietnam: In which case can the investor directly manage the project?

According to Decree No. 59/2015/NĐ-CP of Vietnam’ Government, there are 04 organizations in charge of construction project management (CPM), including: field-based project management board (PMB) or the area-based PMB; single-project PMB; hiring CPM consultancy and direct investor in charge of CPM.

Each form of project management has its own specific conditions to be applied. So, in which case the investor can directly manage his or her project?

Specifically, to be able to manage their own construction investment project, the investor must satisfy the following conditions:

- The investor shall use its legal status and affiliated units to directly manage projects;

- Small-scale constructions works with less than VND 5 billion in total investment;

- The investor may hire any qualified organization or individual to supervise the construction execution and carry out acceptance of completed work items.

This content is specified in Article 21 of Decree No. 59/2015/NĐ-CP of Vietnam’ Government, amended by Clause 8 Article 1 of Decree No. 42/2017/NĐ-CP.
