The Ministry of Finance has just issued Circular 78/2019/TT-BTC on National Technical Regulations for National Reserve Rice.
According to Circular 78/2019/TT-BTC, rice entering the national reserve warehouse must be new rice. Depending on the production situation and the season each year, the Director General of the General Department of State Reserves decides on the type of rice (long grain or short grain), broken rice ratio, production region, and appropriate stocking season.

Rice entering the national reserve warehouse must be white rice of the species Oryza sativa L, meeting the following quality requirements:
First, sensory requirements:
- Color: White color, characteristic for each variety, each type of rice, and not discolored.
- Smell and taste: Characteristic aroma of each variety, each type of rice; no strange smell or taste.
- Impurities: No foreign impurities.
- Polishing: Bran-free, with a shiny grain surface.
- Harmful organisms: Rice entering the warehouse must be mold-free, without any live insects or harmful organisms visible to the naked eye.
Second, quality criteria requirements: Rice entering the national reserve warehouse must meet the quality requirements as specified in the Quality Criteria Table for rice entering the national reserve warehouse (Appendix 1a).
Third, food safety requirements:
- Maximum allowable pesticide residues: Meeting the requirements specified in the List of approved pesticides and the maximum limits for rice (Appendix 2).

Additionally, rice released from the national reserve warehouse must also meet the quality requirements as specified in the Quality Criteria Table for rice released from the national reserve warehouse (Appendix 1b).
