Vietnam: Important things to know about the revocation of digital certificates

The Ministry of National Defense of Vietnam issued Circular No. 185/2019/TT-BQP providing guidelines for provision, management and use of specialized certification services for governmental authorities.

According to Circular No. 185/2019/TT-BQP of the Ministry of National Defense of Vietnam, “certification request” refers to request for new issuance, extension, revision, revocation of digital certificate or restoration of security device. Subscribers shall send applications for revocation of digital certificates using Form 09 under Annex attached to this Circular to supervisory authorities. Supervisory authorities shall send applications for revocation of digital certificates using Form 10 under Annex attached to this Circular to the VGCA.

Revocation of security devices:

- Supervisory authorities are responsible for revoking security devices of expired or revoked digital certificates and transferring them to the VGCA. Records of transfer and receipt of security devices of expired or revoked digital certificates shall be made using Form 14 under Annex attached to this Circular;

- In case of lost security devices, supervisory authorities must make records of confirmation using Form 15 under Annex attached to this Circular and promptly send them to the VGCA.

The provider of specialized certification services for governmental authorities is responsible for ensuring maintenance of information channels to receive requests for issuance, extension, revision, revocation of digital certificates and restoration of security devices. Supervisory authorities are responsible for, based on demands for information safety and verification during e-transactions serving tasks of agencies and organizations under consideration, confirming documents and being responsible for accuracy of information upon request of issuance, extension, revision, revocation of digital certificates and restoration of security devices for organizations and agencies under their management.
