Regarding this matter, LawNet would like to answer as follows:

Implementing the emulation movement of Agriculture and Rural Development Sector in Building a Learning Society, Promoting Lifelong Learning in the Period 2024–2030 

On March 20th, 2024, the Minister of Agriculture and Rural Development of Vietnam issued Decision 813/QD-BNN-TCCB on the implementation plan of the emulation movement of "Agriculture and Rural Development Sector in Building a Learning Society, Promoting Lifelong Learning in the Period 2024–2030.".

(1) Content of the movement

The content of the movement is as follows:

- Disseminate, promote, and enhance awareness and effectiveness of learning and self-study on the Party's policies and laws related to the assigned field; build models of learning and self-study in the digital economy and society; strive for lifelong learning; promote innovation, encourage solutions, and develop a culture of learning within organizations.

- Establish mechanisms, support policies, and enhance formal and non-formal educational activities to improve professional competence and skills; develop effective models and approaches to learning and self-study, such as "self-learning, self-improvement, improving the quality of work, striving to fulfill tasks" and "training competent personnel, party members, civil servants, officials, and employees with professional competence and exemplary conduct.".

- Strive to enhance the capacity to use modern learning technologies and digital transformation in lifelong learning activities; improve digital and language skills for officials, civil servants, officials, and workers under the management authority to engage in learning anytime, anywhere, using various methods to serve their work.

- Timely access international trends and experiences in vocational training and skills development for officials, civil servants, officials, and lifelong learners participating in online learning in the open education system, distance learning, and actively engaging in global learning cities.

- Comprehensively and synchronously implement solutions, mobilizing resources, and engaging the leadership and party committees at all levels to promote lifelong learning and build a learning society, achieving the objectives of the "Building a Learning Society Project in the Period 2024–2030.".

(2) Criteria for emulation

* For organizations:

- Complete high-quality documents and policies related to the managed field and recommend the issuance of mechanisms and policies to promote lifelong learning for officials, civil servants, and workers in organizations.

- Invest effectively in resources, including finance, infrastructure, equipment, and necessary conditions, to meet the learning and self-study needs of officials, civil servants, and workers in organizations.

- Organize practical and effective competition movements with diverse forms and content to raise awareness among 100% of officials, civil servants, and workers in organizations about lifelong learning in the digital economy, digital society, and digital government; reinforce and develop habits of proactive and self-motivated learning, updating knowledge in the technological environment with the principle of self-study as the focus.

- Have an annual training and development plan for officials, civil servants, and workers under the management authority; provide learning services, programs, and study materials according to the functions and tasks of the units.

* For individuals:

- Be recognized as "Citizens of Learning" according to the criteria established by the Ministry of Education and Training in coordination with the Vietnam Study Promotion Association.

- Contribute useful and specific initiatives and solutions in advising the construction of mechanisms and policies in the field of state management of the Ministry of Agriculture and Rural Development to promote lifelong learning and build a learning society.
