Vietnam: Implementation of the plan for electricity supply within the province in the next year

Recently, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

Under Article 11 of Circular 34/2011/TT-BCT, the plan for electricity supply within the province in the next year in Vietnam shall be implemented as follows:

- Before December 1 of each year, based on the approved national power system's electricity allocation plan for the next year, the Northern, Central, and Southern Electricity Corporations are responsible for monthly calculating and allocating electricity to their respective provincial power companies according to the method prescribed in Article 6 of this Circular. They must also report to Vietnam Electricity (EVN) and the Electricity Regulatory Authority of Vietnam for monitoring and supervision of implementation.

- Before December 5 of each year, based on the monthly electricity allocation plan from the Northern, Central, and Southern Electricity Corporations, provincial power companies are responsible for drafting the plan for electricity supply within the province in the next year and submitting it to the provincial People's Committee for approval.

- Before December 5 of each year, based on the approved national power system's electricity allocation plan for the next year, Hanoi Electricity Corporation and Ho Chi Minh City Electricity Corporation are responsible for drafting their respective electricity supply plans for the next year and submitting them to the city's People's Committee for approval.

- The plan for electricity supply within the province in the next year in Vietnam must include the following contents:

- Allocated electricity, monthly electricity adjustment ratio, reduction periods, and expected electricity adjustments and reductions in the locality;

- A list of important customers not subject to electricity load restrictions when there is a shortage as stipulated in Decision No. 39/2005/QD-BCN;

- The anticipated electricity regulation and load reduction plan for each type of electrical load and large electricity consumers based on the allocated electricity.

- The Department of Industry and Trade is responsible for advising the provincial People's Committee to approve and announce the plan for electricity supply within the province in the next year in Vietnam before December 15 of each year.
