Article 7 of Circular 43/2010/TT-BGDDT of the Ministry of Education and Training of Vietnam regulates the process of organizing and compiling textbooks as follows:
The chief editor and members of the textbook compilation team create a detailed syllabus for the subject or module, obtain comments from the Faculty leadership, then submit it to the school principal for review and approval.
Based on the detailed syllabus for the subject or module that has been approved by the school principal, the chief editor is responsible for organizing the compilation of the textbook and reporting to the Faculty leadership and the school principal upon completing the draft textbook.
Based on the results of the draft textbook compilation, the Faculty leadership submits to the school principal for consideration and decision to establish a Textbook Appraisal Council.
The Textbook Appraisal Council organizes a meeting to appraise the textbook.
The school principal reviews and makes the decision to approve the use of the textbook in the school based on the opinions in the minutes of the Textbook Appraisal Council meeting and related documents and files pertaining to the textbook compilation.
